[msadp32 1/4] Support fo non-standard formats

MS ADPCM allows other sample rates other than 8000, 11025, 22050 and 
44100.

e.g. in game voices in ever17 (http://appdb.winehq.
org/objectManager.php?sClass=version&iId=10981) are sampled at 30khz 
(30000 samples per sec.).
