user32/resources: remove the "switch to... <Ctrl+Esc>" item from the system menu

Hi,

The "switch to... <Ctrl+Esc>"  entry was removed from the windows system
menu since Win94/NT4.

As far as I can see it is not functional in Wine anyway, time to let it 
go too.
