[crypt32/tests 1/4] Don't crash on Win9x (test_msg_get_and_verify_signer)

Hi,

Skip the test if we have a failure just before that instead of using have_nt.
There is one Win98 box (Detlef's) that doesn't crash on these tests so I tried
not to generalize to much.
