[fusion/tests 1/2] Fix a few test failures on .NET 1.x

Hi,

.NET 1.x (tested with 1.0 and 1.1SP1) don't handle incorrect PublicKeyToken
properly.

Instead of indenting this whole block I decided to move these tests to the end
so we can bail out easily.
