[crypt32/tests] Don't crash on NT4

Hi,

I've been checking the crypt32 tests on test.winehq.org for some common
denominator for the crashes I've been seeing on my NT4 box (for ages btw.).

Checking for the existence of I_CertUpdateStore seems to be the one I was
looking for. We have several NT4 and W2K boxes that crash in the msg.c tests and
show this export as missing in the store.c tests. It can also be used instead of
the 'have_nt' check in the changed tests (win9x doesn't have I_CertUpdateStore 
either).
