[shell32/tests] Fix some test failures on Vista and W2K8

Hi,

Again some cases where Vista acts totally different. Still more than 20 failures
on Vista.

I introduced a dir_exists() function to more explicitly check for the existence
of a directory. These tests need some more cleanup though, a lot of the
ok-messages are reversed.
