mshtml/tests and urlmon/tests: Skip a couple of tests when IE is running in Enhanced Security Configuration

When running tests on W2K3/W2K8 with "hardened" Internet Explorer (default
for these Windows versions) security exception dialogs are shown, causing
the tests to time out. Skip them when not running interactively.
