[lostwages] Remove long defunct Windows, Solaris, and Etch versions from download page

Remove references to unmaintained Etch, Solaris, and Windows versions
from the download page.  Update Ubuntu download page to make Ubuntu
specific, and move command line instructions to the bottom.
