[2/2] user32: Check the instance id on DdeCreateDataHandle and retire a couple of todos

If instance id is not valid, DdeCreateDataHandle bails returning NULL 
but as the instance id is invalid, I was not able to set the 
DdeGetLastError.  Hence only the todo's checking the return code are 
retired.
