[crypt32/tests] Skip a few tests if needed

Hi,

Win9x (and some earlier NT4 boxes) can't handle CERT_RDN_UTF8_STRING. Makes
sense for Win9x without Unicode of course.

Instead of creating a logic whereby we could have alternative results I opted
for win_skip().
