[kernel32/tests 1/3] Fix some test failures on several platforms

Hi,

This fixes the new test failures that I introduced today. That was on purpose
btw as I wanted to see more test runs than just the ones from me. I also fixed
the Win9x ones (already present for ages) as they happened to be in the same tests

I marked the "NT4, W2K and WinXP" and "Win9x and WinME" behavior as broken().
Wine follows the 'correct' logic for the W-function but the broken logic for the
A-function.
