[kernel32/tests 1/2] Skip some tests on Win9x and WinME

Hi,

I decided to skip the tests on Win9x and WinME in the case of "CR only" as
adding 20 broken() statements seems like a waste of time.

Next patches will address the "CR+LF" cases as there we have "only" 4 failures
and of course the remaining one in the profile tests.

Changed a skip into a win_skip while at it.
