inetmib1: Remove a test that's no longer true on Windows Vista

I was hoping that Microsoft would simply fix this in SP1 so I could
mark it as broken, but unfortunately they haven't.

I verified that not following this behavior didn't regress the app
that relied on inetmib1, 3Com's discovery utility (see bug 13004,
http://bugs.winehq.org/show_bug.cgi?id=13004 ).  I didn't change
Wine's behavior, as following MIB2 seems more correct in this case,
and few apps are likely to depend on the Vista behavior at this point.
