[2/2] [rfc] [kernel32/tests] enable sort order test

Make ugly truth look less ugly (at a price of ugliness of code) - restructure
test to use of todo_wine.
Revert this patch once we will not need that todo_wine anymore (that is, wine
sort order fixed and match emulated windows version).
