[transl] Incorporate neutral language in sublang statistics if appropriate

Hi,

The only language benefiting from this patch (for now) is Portuguese as
this is the only language where we have a need to incorporate neutral
resources into the sublangs. (In theory Norwegian and Chinese could
benefit but we don't have neutral resources for those in our source (yet)).

We still have to fix Portugese -> Portuguese, but that's for another 
patch ;)

I'm not sure btw, whether:

- we want to remove the warning when looking at the neutral language
(it's hidden from the main page but still accessible).
- if we want a warning whether this should also be shown on some of the
subpages.
