[transl] Get rid of the [hide] parameter in the conf files

Hi,

Again some sort of preparation patch. Currently the only language that
uses this [hide] parameter is Portuguese. The change will be most
visible on these pages:

In the nearby future we will have way more neutral languages that we
don't want to actually see and we don't have a config file anymore so we
need some other logic to not show them.

I've added a screenshot to show some of the changes.

Btw. the only way to get to these pages (apart from explicitly adding 
the url) is when there is a language that inherits from a neutral one. 
The "menu" on top of the resource.php page will show this neutral 
language and it's "clickable".
