[transl 1/2] Merge ver.pl with checkmakefile.pl (Try2)

Hi,

(Try2 creates a pipe to the wrc output and parses it directly instead of 
fiddling with temporary files).

Mostly a one-to-one copy of ver.pl into a function. As we have 'use
strict' in checkmakefile.pl this did mean that some changes to variable
declarations, hash element checking, and existing files were necessary.

The end result is still exactly the same as it was.
