1/3 winex11: add a helper function for retrieving the format of a dibsection

Use this version instead. It adds a fall back for the case that a
dibsection can't be handled directly using xrender this is needed for
e.g. 8-bit formats. I just spotted this error by accident as my test
cases didn't use 8-bit.
