[transl 4/4] Show all translations instead of using the conf directory

Hi,

This is the biggest piece of this patch series. We no longer rely on the
conf directory and all kernel32 resources will be available under the
"dlls/kernel32" module.

This does mean our index page grew quite a bit and the overall
translation percentage dropped likewise but it more closely reflects the
translation status of Wine.

There is no locale specific data anymore as this is now all shown by the
"dlls/kernel32" module information so this table is removed from the
lang page.

(If/once these patches are in I will start with some cleanup, like
actually removing the conf directory).
