[kernel32/tests] Fix a test failure on Win9x/WinMe

Hi,

Win98/WinME had a different exit code. I ran these tests again on all my
boxes to adjust the comments (if necessary). The XP/Vista ones are now
considered correct and the others broken().

I also added some win_skip()'s for functions that are not exported and
got rid of a magic number (0x80).
