[shell32/tests 1/2] Fix a test failure on Vista and higher

Hi,

We were passing 'wine' but checking for 'winetemp'.

While at it:
- changed a skip() into a win_skip()
- fixed/changed a comment as the parameter is not invalid on all platforms
- moved the filling of toolongpath closer to the actual test
