[mapi32/tests 2/3] Don't run tests if ScInitMapiUtil() fails

Hi,

Turns out ScInitMapiUtil() fails on some of the Win98 and (apparently)
all WinME boxes.

We shouldn't test if ScInitMapiUtil() fails. I've removed all the
broken()'s as they were added to cope with errors on these boxes whereas
we shouldn't have tested at all.

Will add broken() back if needed of course (but I don't think so).
