explorer: automatically delete freedesktop menus when they are deleted in windows (try 2)

Changelog:
* automatically delete freedesktop menus when they are deleted in windows

Try 2 moves all menu deletion functionality to explorer so that we
don't need to invoke the winemenubuilder process at all.
