ddraw/tests: Skip some cooperative level tests on NT4/Win95.

The DirectX SDK reports that cooperative level flags
DDSCL_SETDEVICEWINDOW and DDSCL_SETFOCUSWINDOW are only
available on Windows 98 and higher.
