wingdi.h: add missing png/jpeg compression flags

Hi,

This patch adds two missing compression flags. It might be interesting
for someone to write tests for them in the future. On 2k/XP these caps
at least work for printers while some forum posts indicate that they
can also be used in some other cases. On Vista they work in all cases
I think, so far that case again tests for SetDIBits and friends are
needed.
