Resubmission: german translation for release 1.1.20 news item

Hi,

maybe it got lost earlier, but here is the link to the archived patch

While we're on the subject: is there a way I can get the news item  
translation patches applied quicker, like a different submission  
process? I submit them typically within a few hours of the appearance  
of the original news item but it takes days until they're applied,  
which makes them a little less new...
