[wintrust/tests] Add some basic CryptCATOpen tests

Hi,

Several applications (tested with Microsoft Management Console) expect a
CatRoot directory and at least one .cat file (before doing any crypt
related stuff) during installation. Adding the directory and an empty
oem0.cat file gets around that but soon after that the install fails.
Turns out we (at least) don't handle empty files correctly as the added
test show.
