[5/5] WineD3D: Emulate the 4 component address register in ARB

The next 5 patches after these will add support for native 4 component address 
registers via GL_NV_vertex_program2_option if this extension is available.

The overall goal of this patch and the next ones is to advertise Shader Model 
2.0 with plain ARB extensions(unless the constant and temp reg limits 
indicate that the HW supports 1.1 only), and 3.0 with the NV extensions if 
available.
