[winetest] Use wininet if available

[Ge van Geldorp]

When wininet is available and exports the required functions, use it to
upload results. This will allow sending results when Internet connections
have to go through a proxy server (IE proxy settings will be used
automatically). When wininet is not available fall back to direct connect.
