winmm/tests: Add MCI waveaudio tests.

Hi,

As requested, I've removed the #if FULL_TEST parts from this file now.  These tests will be reintroduced by subsequent patches (without #if).
This patch does not depend on today's previous 4.

The tests pass on w95, w2k and xp, as well as on some of Paul's machines (or at least they used to pass before I git-rebase'd all my patches a few times, which should not affect this file).
