winmm: Do not crash on NULL MCI Sysinfo command output buffer pointer.

Hi,

assuming the MCI waveaudio tests went in as the feedback on DeleteFile was the only issue, here are the next 3 patches that slowly add to the test suite. My hope is that further patches with more added-value can be integrated until next release on Friday.
