[PATCH 7] mciwave: Implement Cue as no-op.

Hi,
this implements "good-enough" behaviour of Cue, as explained in the
comments.
+ * reuses a single thread to improve response times. Having Cue
+ * start this thread early helps to improve Play/Record's initial
+ * response time. In effect, Cue is a performance hint, which
+ * justifies our almost no-op implementation.
Alternatively, native mciseq.dll responds MCIERR_UNRECOGNIZED_COMMAND.
7/7 is enough patches for today.
This patch depends on the notification one.
