[PATCH 2/5] wined3d: WINED3DFMT_FLAG_GETDC is a basic format flag.

It has nothing to do with OpenGL, so shouldn't be in "gl_formats_template".
This fixes a regression introduced by
e1469961d42d0eb077d3fa0236de17b56bc51a56.
