Add ftd2xx as wrapper around system ftd2xx library

Hello,

FTDI USV devices are used in many commercial XXX-to-USB devices and for many
home-brew/laboratory XXX-to-USB devices. Access to the device is done via
ftd2xx or libftdi, with ftd2xx the manufacturer tool and often only windows
executables using ftd2xx available.

Appended patch adds ftd2xx.dll to wine in the smallest implemenation (no
functionality yet).

Changelog: Add empty ftd2xx.dll implementation.
