[advapi32/tests] Fix test failures on Vista and higher for multiple runs

Hi,

If winetest is run several times in a row without a reboot the 
recordnumbers will differ.

Two failures are left AFAIK:

- On NT4 the tests sometimes crash. I'm trying to reproduce reliably to 
find the cause.
- On one W2K3 box one test fails. I was able to reproduce but for now I 
was only able to fix with an extra Sleep(2000).
