opengl32: fix wglCreateContextAttribsARB on nvidia

Hi,

I missed that HRESULT_FROM_WIN32 doesn't set bit30 which Nvidia uses
for their error codes (they use 0xc007 << 16 | error_code). This
should fix the vista/win7 test failures.
