[advapi32/tests 2/2] Fix a test failure on W2K3 without a service pack

Hi,

For some reason this only manifests itself on W2K3 without a service 
pack. I guess some timing changed in later versions as adding a 
Sleep(2000) (less is not enough) fixes this issue.

A side-effect of the failure is that the Application eventlog is cleared 
but hopefully nobody runs these tests on their production servers ;)

I added the win_skip's to be verbose about these failures.
