[snmpapi/tests] Fix a crash on some 64bit systems

Hi,

This fixes a crash on at least my win7 enterprise (64bit) box. The 
HeapFree is the culprit here (SnmpUtilOidAppend uses SnmpUtilMemReAlloc 
to expand the buffer).
