[shell32/tests] Fix test failures on several platforms

Hi,

This addresses the timeouts on several boxes for these tests. It's the 
cleanest I could come up with. I'm not sure if it also fixes the locale 
dependent use of 'Startup' completely.

The test will still fail on older Win9x systems that have the 'Display 
the full path in title bar' set in the 'Folder Options' of Explorer, due 
to SHGetSpecialFolderPathA being not available.
