[shell32/tests 5/6] Fix test failures on Vista and higher

Hi,

Vista and higher need to have the file around to be able to create the 
shortcut. Next to that Vista and higher always use CSIDL_PROGRAMS and 
not CSIDL_COMMON_PROGRAMS.
