[secur32/tests] Skip some tests on WinMe to avoid a crash

Hi,

WinMe crashes for two tests in testAcquireSecurityContext. Next to that 
CryptAcquireContextW is not implemented.

Instead of rewriting the tests to use CryptAcquireContextA and if(0) 
these 2 crashing tests I opted for just skipping as we are 'only' 
talking about WinMe here.
