user32/tests: Fix sysparams test failure on Win7 (Resend)

into the wine-patches black hole.

http://msdn.microsoft.com/en-us/library/ms724947(VS.85).aspx indicates that
SPI_GETSCREENSAVEACTIVE might not be reliable on Win7.
