[user32/tests] Fix an intermittent test failure

Hi,

I'm usually running winetest interactively. I've had intermittent issues 
when running the listbox tests themselves or when winetest was run. 
test.winehq.org shows more systems with this issue.

I could see that sometimes the listbox was covered (partially) by a 
cmd.exe window. Moving that cmd.exe window to several places on the 
desktop and running the single test resulted in different results of 
this particular test. Putting the listbox to the foreground fixes this 
issue.
