[advapi32/tests 1/2] Add some GetEventLogInformation tests

Hi,

Added some basic tests. As GetEventLogInformation is not yet implemented 
(or stubbed) on Wine, and I had to do the GetProc stuff anyway because 
of NT4 and lower, I didn't add a win_skip(). This will be done in the 
second patch.
