[advapi32 2/2] Add a stubbed GetEventLogInformation with input param checking

Hi,

This also changes the skip() into a win_skip().

One of the possible errors in GetEventLogInformation() is when some out 
parameters are NULL. I've opted for setting this to what's present on 
Windows but obviously this will change once eventlog functionality is 
moved to a higher level.

This higher level needs some more thought, but could be a seperate 
service or a service under the supervision of services.exe like Windows 
does.
