[msi/tests] Fix some test failures on Vista/W2K8

Hi,

Turns out UpdateResource failed for kernel32.dll (the copy of it). I 
didn't find the reason why some dlls couldn't and some can be updated.

Version.dll doesn't have an issue and is present on all platforms that 
run these tests (Win9x/WinME was already excluded because of the sid 
stuff but version.dll does exist there as well).

As some tests didn't run if the resource update failed (mainly to cope 
with Win9x/WinMe again) this patch will make sure these tests now also 
run on Vista/W2K8.
