winemaker: Allow compiling 32-bit targets to be compiled on 64-bit hosts

the --wine64 option made sense as wow64 and 64-bit in common were not ready. So now its deprecated.
now --wine32 is useful with a wow64 setup if you maybe want to compile a winelib app for non-64-bit machines. The other way around doesnt make much sense i think.
