winecoreaudio: Use same hard-coded limit on frequency as ALSA/OSS.

Hi,

This will avoid the 2 test failures in winmm/wave every time somebody posts Mac data.
I don't know whether there would be a MacOS-specific way to know the limit.
OTOH, having the same limit in all of ALSA, OSS and CoreAudio is
good for compatibility and comparison within Wine.
