[1/6] configure: check for libicns

* configure: check for libicns

libicns (http://icns.sourceforge.net) is an LGPLv2 library for reading
and writing ICNS icons. It's being used in this patchset to implement
an ICNS encoder. This will be ultimately used to improve desktop
integration on MacOS.

(It is hoped better MacOS support will help Wine gain more Mac users
and developers, NOT help Linux users switch to MacOS and help Apple
achieve world domination.)
