wine.inf.in: add registry key under HKLM\%CurrentVersion%\Policies\System

As explained in bug http://bugs.winehq.org/show_bug.cgi?id=24161 the application gets confused as it finds KERNEL32.GetProductInfo, then thinks it's running on Vista, and checks this registrykey --> crash. Removing KERNEL32.GetProductInfo from kernel32.spec also fixes the crash, but though this key is not present on XP, it's more likely preferable
